This is the catch 22. If police act, we question and agitate, if they donot we still do. If the law says we have to do PUC checks, why not do it as any other regular activity and be proud to follow the rules? Let us not start questioning every thing every time. If we follow rules, will there be a requirement to pay a bribe? Are not we too responsible for this corruption? We donot pay the fine and obtain a receipt and prefer to bribe for our convenience so as to escape with lesser financial burden.
Let us be responsible citizens.

I agree that we should be responsible citizen. But it is alos true that Traffic police are robbers. when ever they stop someone, no matter U have PUC, License or even RC book, they charge something to you, and never allow to let us go without paying something. And if we demand receipt they talk very rudely and behave like we are making any crime. Most of the time they stop only to earn for self not for braking rule or to pay to government. There should be some easy way so that we can complaint against these corrept person to higher level.

As a responsible citizen, I surely feel the need to categorically outcast these short-sighted rules and regulations that have been laid down. Getting a PUC certificate is easy, and getting it without testing the vehicle is even more easier. I am pretty sure those age old trucks and buses that ply on roads do not have a PUC nor give a crap about it. Still, the traffic police make a ruckus of not carrying a PUC license for those vehicles which conforms to the latest emission norms, far better than what is prescribed in the PUC certificate.
