While the previous school board of the Pune Municipal Corporation (PMC) has managed to confirm the appointments of 12 deputy education officers after their appeal against the lower court order was allowed by the Bombay High Court, a member of the newly constituted board has alleged the relief was sought was done by concealing vital information about a case on the same issue pending in a lower court.

The PMC school board had advertised for the appointment of 12 deputy education officers on August 3, 2011 and after their routine employment procedure, filled the vacancies on June 6, 2012.
However, a week later on June 13, the state government issued a stay order on these appointments, claiming that the due procedure was not followed by the school board while making these appointments.
Subsequent to the state government’s directives, the school board was forced to stay the appointments as well. This led to six of the newly- appointed deputy education officers filing a case in the Pune district court against the school board and state government’s order praying they be allowed to continue their service.
On June 16, Civil Division Judge V K Yavalkar, after hearing the arguments of the school board’s advocate, fixed another date for hearing the matter. No final decision has been taken by the district court since then.
Meanwhile, some of the appointed deputy education officers approached Bombay HC, pleading that the stay imposed on their appointments the school board and the state government be lifted.
After considering the argument of deputy education officers’ lawyers, a division bench of Justice Sharad Bobde and Justice Mridula Bhatkar issued an order asking the state government to submit their say within six weeks before them and the appointed deputy officers be allowed to continue their duties in the interim.
Speaking to Mirror, school board member Ram Borkar revealed “The applicants and school board have not given the full information to the HC and kept them in the dark about the case pending in the Pune District court. This amounts to contempt of the HC.
The board spends Rs three lakh every month on the salary of the 12 appointed deputy education officers. The Municipal Commissioner should look into the matter and take action against the school board administrative officer Ramchandra Jadhav.”
Mahadev Jadhav, one of the newly-appointed deputy education officer, confirmed to Mirror, “We have filed a case against the school board and state government. However, I cannot comment on this issue right now.” School board administrative officer Ramchandra Jadhav was not available to comment as his phone was switched off and he was not present in his office.
