There are many reasons why PE occurs at the first attempt, one of which is that your excitement is at its peak and maybe also because you have sex after long interims.

Please visit your doctor or go straight to a pathology laboratory and have a battery of tests done to eliminate STDs including HIV/AIDS. If I undergo nasbandi (vasectomy) will I still get an erection? Will I be able to have sex?

You most certainly will — not only will you get an erection and be able to have intercourse, you will also ejaculate. The only difference is that it won't contain any sperms. Many men have reported that their sex life improved after the operation.

If I have safe sex one week before my period, will it affect my regular menstrual cycle? Will my period get postponed?

The seven days before the period are virtually safe but conception has been known to occur in this phase at times. It should not affect the cycle.
